PROJECT AREA MANAGER
CHILD SAFEGUARDING:
Level 2: the post holder will have access to personal data about children and/or young people as part of their work.

ROLE PURPOSE:
Save the Children is seeking 4 Project Area/Regional Managers for the USAID-funded Improved Nutrition for Better Life Program in Tanzania. This four-year program will intensify and integrate nutritional support to targeted regions to improve the nutritional status for women of reproductive age. This target group includes pregnant and lactating women, adolescents and children under five years of age in Tanzania. In addition, the staff will also work closely to support the Government of Tanzania (GOT) and local NGOs working at the district, facility, and community levels to improve nutrition-related behaviors within households by promoting evidence-based nutrition specific and nutrition sensitive interventions, and in line with the GOT’s National Multi-sectoral Nutrition Action Plan.

Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. Current programming focuses on child protection, child rights governance, education, Health, nutrition and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania. We currently have an operational presence in Dodoma, Shinyanga, Zanzibar, Songwe, Kigoma and Dar es Salaam and we work through partners in other parts of the country.

KEY AREAS OF ACCOUNTABILITY
This position is responsible for the overall management, implementation and reporting of the project in a specific region and will coordinate and ensure strong relevant alignment with LGAs and relevant project partners. S/he is responsible for ensuring timely implementation, monitoring, and reporting of project activities. This requires close liaison with LGAs, communities and relevant private partners in the region.
The position reports directly to the Senior Field operations Manager. It requires necessary financial and administrative, program management skills, good public relationship skills, a well-organized individual who can handle pressure and deadlines, capable of training and supervising staff, and has strong computer skills.





Programme management responsibilities
• Provide management oversight of the implementation of the Lishe Endelevu project.
• Ensure all programme activities on the ground fulfil the requirements of approved Save the Children Country strategic plan.
• Ensure functional systems are in place for effective project planning, preparation, start-up and implementation.
• Liaise closely with the specialist in the areas of livelihood, SBC, Nutrition, MEAL and Institutional Strengthening for technical guidance to the programme with technical backstop from the DCOP.
• Develop detailed implementation plans, procurement plans and phased financial forecasts in collaboration with the Lishe Endelevu staff and Implementing Partners.
• Ensure that all planned activities and related expenditures for the project are on track in accordance with the Detailed Implementation Plan (DIP) in strict compliance with the agreed budget lines and Save the Children’s financial regulations.
• Lead and prepare for the monthly Award Review meetings as per SCI guidelines specific to the target region.
• Ensure timely preparations and submission of monthly progress updates and quarterly reports are developed and submitted in accordance with agreed donors/members schedules.
• Support and manage the implementing CSOs in the project implementation and ensure a capacity assessment and development plan is in place, regularly reviewed and followed-through.
• Establish a strong collaboration and coordination mechanism with the consortium partners to ensure project activities are in line with the project work plan and expected outputs across all the project results areas (IRs).
• Ensure all staff comply with Save the Children financial and logistics procedures.
• Establish and maintain strong collaboration and coordination with the respective LGAs in terms of planning, implementation and progress updates, reviews and reporting.
• Ensure that security guidelines are prepared and followed in the projects location and that any breaches of these are handled appropriately: monitor the security situation in the project area and respond accordingly.
• Record and report any security incidents to the Deputy Director of Programme Operations/Country Director.
• Incorporate child rights programming into all aspects of Save the Children’s work in the operational areas and ensure requirements of Save the Children Child Safeguarding Policy are fully complied with by all staff and partners in the respective region.



2. Monitoring, Evaluation, Accountability and Learning / Research

• In collaboration with the MEAL Advisor ensure implementation of a strong MEAL mechanism for the project (MEAL plans, indicators, performance tracking tables, monitoring tools, benchmarks etc.)
• In collaboration with the consortium research partner (African Academy Public Health) ensure dissemination of assessment results for all relevant project studies and make use of the findings to inform project planning and implementation.
• In collaboration with the MEAL team, develop process, output and outcome level Quality Benchmarks and regularly review progress on indicators/achievement of targets.
• Discuss monitoring findings during program coordination/review meetings, review MEAL reports to highlight key project strengths and areas of improvement through action plans, and use learning from monitoring reports for project implementation.
• Review accountability to beneficiaries’ data and reports and provide technical support to implementation team using key learning from accountability system for program development, planning, improvement and implementation.



3. Staff Management and Development
• Line management responsibilities for the Lishe Endelevu project staff, in the respective region.
• Maintain staff job descriptions and provide support to staff for continuous professional development opportunities as appropriate
• Manage the performance of all supervisees through the effective use of the Performance Management System and ongoing mentoring/coaching.
• Lead, manage and motivate the relevant staff members, ensuring they have clear work plans and objectives and receive quarterly supervisions and reviews.

Save the Children representation
• Regularly coordinate and collaborate with other SC sector teams to strengthen programming and impact for children.
• Establish and maintain strong collaboration and coordination with the relevant regional and district LGAs stakeholders, implementing partners including the private sector to ensure successful implementation and sustainability of the project.
• Represent SCI in the relevant regional and district meetings.

• Advanced degree in relevant field; professional qualification in project management desired;

Driving
• Drive vehicle for official travel and business as requested by the supervisor
• Maintain high standard of service to both internal and external officials
• Ensure punctuality and safe transport
• Operate the official vehicle in accordance with SC regulations, know and observe all applicable traffic laws, ordinances, and regulations, and adhered to driving road safety standards
• Alcohol must not be consumed or present whilst on duty.
• Vehicle driver assumes all responsibility for any and all fines or traffic violations associated with his use of SCI vehicle
Car Security &Maintenance
• Ensure the vehicle is kept clean, tidy and in good working condition all the time.
o Regular inspection and cleanliness of the vehicle and ensure general maintenance service as specified in the Manufacturer’s manual and SC transport policies and procedures.





o Carry out day-to-day and weekly maintenance checks on SC vehicles which includes: check of engine, gear box, alarm system, vehicle tools, battery, locks, brakes, clutch fluid levels, loose nuts and bolts on the vehicle, unexpected noises, fluid leaks under the vehicle and any damage to the body or interior parts of the vehicle.
• Perform minor repairs and arrange for other repairs, and prepare vehicle spare parts inventory.
• Prepare and submit vehicle-monitoring report, include records of the vehicle operation, maintenance, expenses, mileage at the end of the months.
• Assist Logistic and Admin Officer to ensure vehicle insurance and registration is updated according to the schedule
• Advise the Administration on minor or major repairs as soon as the problem is detected or arises.
• Assist in the delivery/collection of mail, equipment, supplies, documents to partners and other institutions as required.
• Ensure the car is full equipped with first Aid Kit and other safety material all the time.
Car Log book maintenance
• Send copy of vehicle logbook at the end of every month to Logistics and Admin Officer for computing and charging mileage costs to appropriate costs centers.
• Ensure the logbook is kept up to date as per the schedules of the trips and the responsible person sign the book after every trip.
• Drive in a safe and reasonable manner following the standard speed limits set by SC at all times and report an accident at the earliest opportunity.
• Make sure SC vehicles are fueled on half tank basis and every month end the tank is full before commencing the next month’s logbook.
Other
• The Driver may be responsible for additional tasks and duties as and when required to support the overall Country Programme priorities.
• The post holder is required to comply with SCI policy and practice requirements with respect to health and safety, child protection, child safeguarding, equal opportunities, anti-fraud and corruption policy, and other relevant policies and procedures.
• The post holder will be responsible to fulfill any other duty assigned by the Supervisor.

• Form Four graduate or higher education is desirable
• Holder of a PSV Certificate from the National Institute of Transport (NIT)
• At least three years’ experience of successful driving both in towns and up country

Save the Children seeks a Monitoring and Evaluation Coordinator for the Lishe Endelevu project, which is a USAID-funded Multi-sectoral Nutrition Activity in Tanzania; to be responsible coordinating project monitoring and evaluation (M&E) activities, supporting targeted evaluations, supporting information systems management, ensuring data quality and provision of capacity building. Working closely with the MEAL Advisor, the incumbent will provide advice, guidance, and coordination to SCI and consortium partners and government authorities, at the regional and district level.

• Provide technical support to the Lishe Endelevu field office staff in measuring achievement and progress toward program objectives and results as well as development of MEAL systems for Lishe Endelevu programme
• Lead roll out of Lishe Endelevu programme MEAL systems and processes to measure achievement and progress towards achieving project objectives/outcomes and results/outputs against indicators (indicator performance tracker tables, quality checklists, etc.).
• Lead compilation of data and reporting on Lishe Endelevu program in relation to SCI global indicators and total beneficiaries reach reports
• Develop and maintain the Indicator Performance Tracking Tool for Lishe Endelevu programme that will guide preparation of programme progress updates on a monthly basis
• Lead monitoring of program quality using quality bench marks and ensure that findings are shared with relevant stakeholders and explicitly fed back into programme decision making, incorporating accountability and learning.

Partner Management
• Contribute to identify the capacity of present and potential partners in quality programming and ensure that MEAL support is provided;
• Ensure that MEAL aspects of Lishe Endelevu programme implemented by existing partners are enforced.

Save the Children seeks 4 Livelihood project coordinators for a USAID-funded Multi-sectoral Nutrition Activity in Tanzania. The Livelihood coordinator will be responsible for work planning, coordination, and technical implementation of innovative integrated nutrition livelihood activities in the target districts. He/she will work closely with LGAs, CSOs, private stakeholders and communities to coordinate capacity building, and onsite mentorship to ensure Successful implementation of the project activities as per the detailed implementation plan. He/she will be required to maintain strong coordination with the MEAL, SBC advisor, and nutrition coordinator to ensure progress is achieved towards nutrition targets.
S/he will establish and maintain close and effective liaison with government partners at LGAs and communities to facilitate flow of information, reports and updates including staying abreast of current trends and innovation related to project result area. He/she will participate in relevant agriculture and livelihoods working groups and policy fora at regional and district levels.

KEY AREAS OF ACCOUNTABILITY:
1. 1. Programme responsibilities
The overall objective of this position is to improve Food Security and Nutrition and ultimately contribute to reducing the high stunting rate in Tanzania particularly in the designated regions. The specific objective is to improve access to and use sufficient and nutritious food through behaviour change, sustainable and improved production and the diversification of food crops in Dodoma, Morogoro, Iringa and Rukwa Regions.

Technical
• Lead, in the collaboration with the Nutrition, SBC Advisor, MEAL team in the implementation, monitoring and adaptation of nutrition sensitive livelihood practices through increased knowledge of better agricultural practices and innovative income generating activities at household and community level.
• Provide technical support through coaching and mentorship for quality implementation of livelihood activities at community level
• In collaboration with district agricultural, irrigation and livestock officers, ward extension agricultural officers identify village models farmers and establish community agricultural demonstration and learning sites for production, small livestock and preservation technologies.
• Coordinate farmers’ field days by linking together different players for technology exhibition, technical and marketing information sharing as well as B to B linkages including income generating opportunities with private investors/stakeholders.
• Support communities in the formation of village Savings and Loans Groups (VICOBAS) and coordinate capacity building activities related to VICOBAs and other income generating opportunities
• Lead trainings at community levels related to affordable and sustainable technologies related to production, food preservation and storage practices.
• Provide ongoing coaching and mentorship to model farmers to ensure adaption of improved production and livestock practices.
• Work in collaboration with the MEAL team and Livelihood advisor to develop quality benchmarks for livelihood activities.

KEY AREAS OF ACCOUNTABILITY:

Supply Chain and Administration:

• Work at the front desk of Save the Children Office in Iringa, Morogoro or Rukwa.
• Provide administration support and supply chain function (accommodation, conference, travel booking etc) to programme management team and the overall field office staff.
• Ensure good relationship between the Organization and the public in person, over the phone, and through e-mails when interacting with or visiting the Office. Keep the reception area tidy and welcoming during office hours and ensure the Office Access Procedures are followed at all times.
• Supervise the Drivers and Office Attendant. Conduct one to one and Performance Management Review.
• Ensure that the programme is provided with adequate logistical support on procurement of goods and services.

Property and Equipment Management
• Oversee the use and maintenance of the office equipment including the photocopier, fax, binding machine to ensure that they are in working order and arrange for their repair and maintenance as needed.
• Oversee proper running of utilities for the building such as electricity water and proper function of telephone lines.
• Oversee and manage the cleaning of the building and the surrounding.
• Manage safety and security of the building and assets.
• Ensure the Office storerooms are organized and clean.

Fleet Management:
• Responsible for engaging with the garage to ensure the repairs are done economically and the paper trail in support of the repairs complies with Save the Children Procedures.

• Ensure that all vehicles contain the necessary items and equipment as per the guidelines. (e.g., First Aid Kit, Maps)
